No bribe-giving in $2.9m-theft from police case

The ex-general director of the STiS NGO of the Ministry of Internal Affairs of the Russian Federation, Andrey Nechaev, allegedly did not receive kickbacks but paid for the outstanding work because of the desire to curry favor with the boss.
The Investigatiму Committee completed the investigation of crimes committed during the creation of an intellectual activity support system (ISOD) for the Ministry of Internal Affairs of the Russian Federation. The principal defendant is the head of the STiS NGO of the Ministry of Internal Affairs of the Russian Federation Andrey Nechaev. On October 18, 2017, the Basmanny District Court of Moscow arrested him on suspicion of Abuse of Official Powers, resulting in grave consequences (part 3 of Article 285 of the Criminal Code of the Russian Federation). Nechaev was charged with crimes related to the supply of equipment for the information system of the activities of the Ministry of Internal Affairs. It is known that the department concluded several government contracts with NGOs, which received 1.4 billion rubles ($2.9m) but did not fulfill the work on time, because of massive kickbacks from contractors. However, it was not possible to prove the facts of kickbacks and bribes from the investigation. Andrey Nechaev committed official misconduct. He allegedly wanted to quickly report to his leadership on the implementation of the responsible task and ensure his career, Kommersant writes. The only gratitude of the merchants was the employment of his wife in their structures.
It should be noted that even at the beginning of the investigation in October 2017, Deputy Interior Minister Alexander Makhonov filed a resignation report. In the criminal case, he remained a witness. The charges were also brought against Gennady Kupinsky, the former deputy general director of the Scientific Research Institute of Automatic Apparatus (NIIAA) named after Academician Semenikhin, as well as Alexey Nashchekin, the head of the National Telematics Systems LLC (NTS).
The chief designer of ISOD, the IT specialist and head of AT Consulting, Sergey Shilov, was taken into custody. He admitted his guilt, concluded a pre-trial agreement, under which he testified against his alleged accomplices, after which he immediately left the detention center for house arrest. Later, other defendants were also transferred under house arrest. According to sources, Shilov’s testimony did not give the investigation significant progress in the research of the criminal case.
